Adds new section allowing persons unable to provide documented verification of qualified alien status to apply for Title XIX (Medicaid) eligibility under AHCCCS if otherwise eligible and receive all prescribed services.

Amends section 36-2903.03 to remove language restricting undocumented noncitizens to emergency-only services, making full AHCCCS services available to eligible undocumented individuals.

Eliminates the previous subsection that limited noncitizens without qualified alien documentation to emergency services only under federal law.

Maintains existing reporting requirements for the AHCCCS administration to submit annual reports on immigration status verification using the Systematic Alien Verification for Entitlements program and fraud discovery.
