Establishes a study committee on educator health insurance costs consisting of 9 members including representatives from health insurance trusts, school districts, teachers, superintendents, school board members, and classified employees.

Committee must examine costs to school districts and employees for providing health insurance coverage to employees and dependents, including reviewing plans currently offered by Arizona school districts.

Committee shall recommend ways to provide high quality, affordable health insurance to school district employees and dependents that is affordable to both employers and employees.

Committee must submit a report of findings and recommendations to the governor, president of the senate, speaker of the house of representatives, and secretary of state by November 1, 2025.

Committee is repealed effective October 31, 2026.
