Establishes a municipal composting program administered by the Arizona Department of Environmental Quality to provide grants to municipalities for establishing curbside composting collection programs.

Creates the municipal composting program fund to be administered by ADEQ, funded through legislative appropriations and fees collected from an imported hazardous waste management program, with monies exempt from lapsing appropriations.

Directs ADEQ to adopt rules for an imported hazardous waste management program that establishes criteria, standards, and fees for managing waste classified as hazardous in its state of origin but not in Arizona, covering transportation, treatment, storage, and disposal.

Requires fees collected from the imported hazardous waste management program to be deposited into the municipal composting program fund to support program administration and grants to eligible municipalities.

Specifies that the imported hazardous waste management program does not apply to waste generated within Arizona.
