• Director of the Department of Environmental Quality shall establish tire fees by rule, replacing the previous statutory fee of 2% of purchase price (max $2 per tire).

• Director gains authority to establish by rule various waste management fees including registration fees for waste tire collection sites, lead acid battery collection facilities, solid waste landfills, and special waste facilities.

• Removed statutory restrictions that prohibited fee increases after September 30, 2013 without specific legislative authority; fees may now be adjusted by rule based on department's direct and indirect costs.

• Legislature intends that all fees adopted or revised be based on the department's direct and indirect costs associated with the regulated activity or facility and be fairly assessed to impose the least burden on regulated parties.

• Becomes effective immediately as an emergency measure.
