Allows owners of wells in the Upper San Pedro Groundwater Basin to annually transport groundwater to the Douglas Active Management Area if they or their predecessors withdrew groundwater for this purpose on or before December 1, 2022.

Limits annual groundwater transportation to the highest annual amount withdrawn in any of the ten years preceding December 1, 2022.

Requires private water companies to have a Certificate of Convenience and Necessity issued by the Corporation Commission to provide municipal water service within the Douglas Active Management Area as of the bill's effective date.

Requires well owners to submit evidence to the director within thirty days of the bill's effective date or thirty days before groundwater withdrawal, whichever is later, documenting historical withdrawal amounts, purposes, and current intentions.
