Defines "guaranteed income program" as any program providing regular, periodic unearned cash payments that may be used for any purpose.

Excludes programs requiring work performance or training attendance from the definition of guaranteed income program.

Prevents municipalities and counties from interpreting or applying general laws in a manner that conflicts with these prohibitions.
