Amends section 48-262 to allow fire districts formed under section 48-851 to annex non-contiguous property, removing the requirement that annexations be contiguous with existing district boundaries.

Permits non-contiguous county island fire districts to annex territory that surrounds unincorporated areas without requiring that unincorporated territory to also be included in the district.

Modifies section 48-853 to allow fire districts formed under section 48-851 to expand boundaries to include unincorporated parcels within a city's or town's planning area if the parcel is contiguous with the city/town boundaries or contiguous with the existing district.

Clarifies that the contiguity requirement for district annexations does not apply to fire districts specifically formed pursuant to section 48-851 (county island fire districts).
