Clarifies that courts must consider availability of reunification services, parent participation in those services, and evidence of parent rehabilitation when evaluating termination grounds under specific circumstances.

Excludes the first sixty days of initial out-of-home placement from cumulative time calculations used to determine grounds for termination in cases involving reunification services.
