Establishes a fundamental right to trial by jury in any administrative proceeding, notwithstanding other state laws.

Allows removal of administrative proceedings to superior court or justice court (for controversies under $10,000 involving only monetary relief) by filing a notice of removal.

Defines "administrative proceeding" as a government proceeding against a person where the amount in controversy exceeds $20 or a significant liberty is at stake, and the proceeding has not yet reached state courts.

Extends jury trial rights to disciplinary proceedings against sworn peace officers when suspension exceeding one month or termination is potentially at stake.

Does not limit or diminish existing jury trial rights in other legal matters.
