Prohibits selling or leasing motor vehicles in Arizona that have a mechanism allowing non-owners without a vehicle's key to remotely shut off the motor without the owner's consent.

Defines prohibited "mechanisms" as emergency stop, emergency off, or emergency power off mechanisms that can be activated remotely by unauthorized parties.

Excludes from the prohibition mobile applications that allow owners to deny access to their vehicle, safety systems addressing critical mechanical or software issues, and systems designed to respond to driver inattention or impairment.

Excludes from the prohibition onboard systems that automatically bring vehicles with automated driving systems to minimal risk conditions or shut off engines on parked vehicles running idle for extended periods.

Prevents Arizona and its subdivisions from prohibiting or restricting the manufacture, sale, or use of vehicles solely because they lack the safety features and technologies described in the excluded categories.
