Establishes requirements for political parties that opt out of the publicly administered presidential preference election and choose to select a presidential nominee through a party-wide membership vote.

Requires such parties to provide voting methods that accommodate absent uniformed services voters, overseas voters as defined under federal law (52 U.S.C. § 20310), and persons with disabilities.

Allows political parties sole discretion to determine the specific voting method or means used for their presidential nominee selection process.

Does not obligate any political party to hold a presidential preference election or require nominee selection by popular vote.
