Amends Arizona Revised Statutes section 15-823 to modify admission and funding requirements for nonresident foreign exchange students.

Allows school districts and charter schools to admit nonresident foreign students on J-1 visas without tuition and include them in average daily membership (student count for funding) beginning in the 2024-2025 school year.

Permits inclusion of foreign exchange students in student counts on a one-to-one basis matching the number of resident students from the district participating in foreign exchange programs.

Authorizes the Department of Education to approve applications for including foreign exchange students in average daily membership on a first-come, first-served basis, with a statewide cap of 100 full-time students per school year.

Requires school districts seeking to include foreign exchange students in student counts to apply for departmental approval and report the student's legal name and date of birth.
