Applies water measuring device requirements to persons withdrawing groundwater from nonexempt wells outside active management areas and irrigation non-expansion areas, with exemptions for small non-irrigation uses (ten or fewer acre-feet per year) and small irrigation uses under the same conditions as specified.

Requires annual reporting from groundwater withdrawers outside active management areas and irrigation non-expansion areas, including well location, quantity withdrawn, fuel or electricity consumed, and uses of the groundwater.

Amends definitions in Arizona Revised Statutes Section 45-402 to change references from "such" to "those" and "non-exempt" to "nonexempt" for consistency and clarity.

Adjusts section numbering in reporting requirements sections to accommodate new subsections addressing groundwater management outside traditional active management area designations.
