County recorders are prohibited from mailing initial or updated voter registration cards to persons whose mailing address is outside Arizona.

Exceptions to the mailing prohibition include absent uniformed services voters, overseas voters as defined under the Uniformed and Overseas Citizens Absentee Voting Act, and Arizona residents not served by a U.S. post office within the state.

The bill amends section 16-166 of Arizona Revised Statutes relating to verification of voter registration.
