Prohibits conveyance of land in Arizona to foreign entities, defined as foreign governments, state-controlled enterprises, or their agents, effective immediately upon passage.

Requires grantors and real estate professionals to submit valid identification of any grantee to the Arizona Department of Real Estate, including photograph, name, address, and for non-natural persons, the grantee's agent information and principal place of business.

Prohibits sales of state lands to foreign entities beginning on the effective date of the amendment.

Defines valid identification as documents bearing photograph and address, including Arizona driver licenses, tribal enrollment cards, or U.S. government-issued identification, deemed valid unless expired on its face.

Excludes the United States government and its states, territories, or possessions from the foreign entity definition.
