Increases the annual state general fund authorization for wildland fire suppression and emergency all-risk activities from $3,000,000 to $8,000,000 per fiscal year.

Authorizes the state forester to incur liabilities for suppressing wildland fires, responding to emergencies such as floods, earthquakes, wind, and hazardous material incidents, with governor approval for extreme fire danger periods and pre-positioning activities.

Requires the state forester to review all liabilities and expenditures under this section and report them to the department of administration for audit and to the state emergency council.

Establishes that if the funding authorization is exhausted or revolving fund cash balance is insufficient, the state forester cannot incur additional liabilities without consent of a majority of the state emergency council.

Allows reimbursement from cities, political subdivisions, state and federal agencies based on cooperative agreements and land ownership, and from individuals or businesses only for costs caused by their negligence or criminal acts.
