Establishes commercial vehicle fleet license plates for fleets with more than 25 vehicles (with fleet name on plate) or more than 100 vehicles (with approved logo), with fees determined by the director.

Creates the Commercial Truck Safety, Education and Workforce Fund administered by the director of the governor's office of highway safety to support trucking education, public safety, and workforce development, funded by new fees on commercial motor vehicles with gross vehicle weight rating of 10,000 pounds or more.

Imposes additional annual registration fees on commercial motor vehicles and onetime fees on trailers registered under articles 2, 7, or 8, with amounts determined by the director.

Requires payment of fees prescribed by section 28-2210 (the new fund fees) in addition to existing fees for interstate commercial fleet registration and alternative proportional registration agreements.

Updates various fee amounts in section 28-2003 using dollar sign notation and clarifies language regarding trailer registration and commercial vehicles.
