Establishes a Fire District Advisory Board within the Arizona Department of Forestry and Fire Management to ensure effective delivery of fire suppression, rescue, and emergency medical services statewide

Board consists of 10 members: two fire chiefs and two professional firefighters appointed by the governor from association-submitted lists, two members each appointed by the House Speaker and Senate President, the department director or designee, and one finance/economics expert

Board must meet at least every 180 days, recommend state appropriations for fire services, administer grants, evaluate fire district compliance with training requirements, and review budget filings

Board may require fire districts to conduct merger/consolidation studies, establish procurement cooperatives, recommend response time standards, and notify county supervisors when districts meet thresholds for expanded governing boards

Board terminates on July 1, 2029, with all related statutes repealed on January 1, 2030
