Allows individuals to register to vote during the 28 days immediately preceding an election if they have been a resident of their county and precinct for at least 29 days, and they are otherwise qualified to register.

Permits individuals to register to vote on election day by appearing at their polling place, completing a registration form, and providing proof of residence.

Requires same-day and late registrants to vote only by provisional ballot for the election in which they registered, but allows them to vote normally in any election held at least 29 days after their registration date.

Restricts same-day and late registration to federal offices (including presidential electors), statewide offices, countywide offices, and the legislature; prohibits such registrants from voting in partisan primary elections.

Directs the Secretary of State and county election officers to promptly implement the provisions of this article.
