Implements automatic voter registration for individuals applying for driver licenses, nonoperating identification licenses, or making changes to license information if they are otherwise eligible to vote.

Allows individuals to decline voter registration within 21 calendar days after receiving notice from the county recorder; if no declination is submitted, they are presumed to be registered.

Requires the Department of Transportation and Secretary of State to adopt rules implementing automatic voter registration, including conforming application forms and establishing electronic transfer of registration information to county recorders.

Requires applicants to receive a statement detailing voting eligibility requirements, penalties for false registration, and confidentiality protections, with an attestation signed under penalty of perjury.

Provides that unqualified individuals who unknowingly register are not guilty of false registration or false swearing violations; effective December 31, 2024.
