Amends the definition of "licensed health aide" to include authority to provide routine ventilator care in addition to existing scope including medication administration, tracheostomy care, and enteral care.

Clarifies that licensed health aides must have the same supervision requirements as certified nursing assistants.

Allows applicants for licensed health aide positions to authorize their prospective employer to discuss the application with the board.

Maintains requirement that licensed health aides must be parents, guardians, or family members of Arizona long-term care system members under twenty-one years of age receiving skilled nursing services.

Requires licensed health aide training programs to include instruction on medication administration, tracheostomy care, enteral care, routine ventilator care, and therapy for persons under twenty-one years of age.
