Amends section 28-2156 of Arizona Revised Statutes to modify temporary general use registration requirements for vehicles.

Allows temporary registration for persons who do not qualify for standard registration OR nonresidents who own an off-highway vehicle titled in another state and meet chapter 3, article 20 requirements.

Permits issuance of temporary general use registration for not more than thirty days, with a limit of one registration per vehicle per twelve-month period (exception: nonresidents with out-of-state titled off-highway vehicles are exempt from this limit).

Establishes definition of "off-highway vehicle" as a vehicle designed for recreational nonhighway all-terrain travel that is 80 inches or fewer in width, weighs 2,500 pounds or less unladen, travels on four or more nonhighway tires, and has a steering wheel, rollover protective structure, and occupant retention system.

Requires applicants to maintain mandatory motor vehicle insurance and display the temporary registration so it is clearly visible from outside the vehicle.
