Renames the "data processing acquisition fund" to the "business services sustainability fund" within the Secretary of State's office.

Authorizes the Secretary of State to assess a special recording fee of not more than $6 for each filing under section 41-126, subsection A, paragraph 6, subdivisions (a) through (d), with fees deposited into the sustainability fund.

Requires the Secretary of State to deposit $5 of the $15 fee collected under section 41-126, subsection A, paragraph 3, and $5 of the $10 fee collected under section 41-126, subsection A, paragraph 4, into the business services sustainability fund.

Exempts monies in the fund from lapsing appropriation requirements, but requires any balance exceeding $250,000 to revert to the state general fund at the end of each calendar year.
