Establishes the mental health transition pilot program administered by the Department of Corrections to provide eligible inmates with community-based mental health transition services.

Eligible inmates who were not convicted of offenses listed in section 31-281(b)(1)(a) or (b) shall be released three months earlier than their earliest release date based on risk and need assessments.

Requires contracted entities to offer eligible inmates services including health care assistance, case management, housing, psychiatric management, drug testing, and transportation for at least 90 days or the duration of release.

Mandates the Department conduct annual studies measuring recidivism rates and submit yearly reports by December 31 to the governor, legislature, and joint legislative budget committee containing participant numbers, completion rates, and service utilization data.

Limits program enrollment to up to 500 eligible inmates per fiscal year and requires inmates to be seriously mentally ill and eligible for Arizona Health Care Cost Containment System benefits upon release.
