Amends Arizona Revised Statutes section 13-703 to add a provision for enhanced sentencing of repeat offenders convicted of organized retail theft violations under section 13-1819, subsection A, paragraph 1.

Persons convicted of a third or subsequent violation of organized retail theft shall be sentenced as a category two repetitive offender instead of a category one repetitive offender for the second offense.

Maintains existing sentencing ranges for category one, two, and three repetitive offenders across felony classes 2-6, with specific mitigated, minimum, presumptive, maximum, and aggravated term lengths.

Requires aggravated or mitigated sentences to be based on at least two aggravating or mitigating circumstances found beyond a reasonable doubt or admitted by defendant, with factual findings recorded at sentencing.

Preserves existing provisions regarding prior convictions, eligibility restrictions on suspension of sentence or probation, and victim impact considerations in sentencing proceedings.
