Removes the July 1, 2022 deadline for dyslexia training and requires at least one K-3 teacher or designated employee in each school to receive dyslexia training complying with section 15-219 requirements.

Allows school districts and charter schools with an A or B letter grade, above-average grade three reading scores, or above-average reading growth for two consecutive years to be exempt from submitting K-3 reading program plans.

Requires the Department of Education to clearly distinguish between required and recommended components in K-3 reading program plans; mandates approval of plans containing all required components.

Establishes state board guidance development requirements to identify required versus recommended components, with consideration for regulatory burden and reporting only non-duplicative information.

Changes references from "literacy coaches and literacy specialists" to "designated employees" throughout the K-3 reading program and dyslexia training sections.
