Allows school districts and charter schools to contract with health care providers to establish school-based health centers as separate legal entities, with student participation entirely voluntary and no incentives permitted.

Requires written or verbal parental consent before providing mental health screening, telehealth appointments, STI diagnosis or treatment, substance use counseling, pregnancy testing, prenatal care, contraceptives, and vaccines to students.

Mandates that a student's parent or approved adult be physically or virtually present during health care services, with option for parent to waive this requirement; requires parent access to all student medical records including counseling, psychological, medication, and clinic notes.

Establishes a school-based health center grant program within the Department of Education; recipients must submit annual reports on telehealth usage, wait times, school absences, parent presence rates, and satisfaction surveys from parents and school staff.

Appropriates $3,000,000 from the state general fund in fiscal year 2024-2025 to the school-based health center grant program fund; prohibits school-based health centers from providing abortion services.
