Allows monies in the medical marijuana fund and smart and safe Arizona fund to be used interchangeably to implement and enforce both medical marijuana and recreational marijuana regulations.

Expands use of smart and safe Arizona fund monies to support grants for the Arizona poison control system, attorney general enforcement actions, and law enforcement agencies investigating illicit marijuana and intoxicating cannabinoid sales.

Adds authority for the attorney general to use allocated monies to investigate and take enforcement action relating to illicit sale, marketing and distribution of marijuana and intoxicating cannabinoids.

Requires an affirmative vote of at least three-fourths of the members of each house of the legislature for the amended provisions to take effect, pursuant to Arizona Constitution article IV, part 1, section 1.
