Amends Arizona Revised Statutes Section 15-2404 to change language from "permit" to "allow" regarding government agency control over nonpublic schools and homeschools.

Requires qualified schools accepting Arizona empowerment scholarship account payments to notify parents in writing of special education services and educational therapies available before the parent pays tuition or fees, with notification not required in subsequent years.

Creates a new complaint mechanism allowing qualified students or their parents to file written complaints with the state board of education alleging violations of the article.

Establishes state board of education investigation procedures with authority to require qualified schools to reimburse all Arizona empowerment scholarship account monies received during the previous school year if violations are not corrected within 60 days.

Prohibits qualified schools from charging tuition or fees to recover reimbursed monies and makes state board actions subject to appeal under Title 41, Chapter 6, Article 10.
