Removes the requirement for county school superintendents to notify school districts three years before a revenue control limit override expires that the budget must be adjusted in the final two years if voters do not approve another override.

Changes the maximum period for budget overrides in small school districts from five years to ten years.

Extends the maximum authorization period for capital improvement overrides from seven years to ten years for elections held after October 31, 1998.

Modifies ballot language requirements to state that the "maximum amount" of proposed increases will be based on "the initial proposed percentage" of the school district's revenue control limit in future years, rather than "a percentage."

Allows school districts to request continuation of existing budget overrides that will remain in effect alongside new override requests, rather than replacing them.
