Removes the requirement that enforcement of criminal restitution orders include collection of 10% per annum interest for victims and 4% per annum interest for the state.

Eliminates the priority distribution requirement that previously directed restitution payments first to the ordered restitution amount, then to associated interest.

Maintains that criminal and juvenile restitution orders remain enforceable as civil judgments without expiration until paid in full.

Clarifies that interest accrual does not apply to fees imposed for collection of court-ordered payments.
