Amends Arizona Revised Statutes Section 16-550 regarding early voting procedures and signature verification.

Requires county recorders to compare early ballot envelope signatures with voter registration records and make reasonable efforts to contact voters if signatures are inconsistent or missing.

Allows voters to correct inconsistent signatures no later than the fifth business day after federal elections or the third business day after other elections, and to add missing signatures by 7:00 p.m. on election day.

Makes voter signatures on registration records and early ballot affidavits public records that any candidate or person may request, with county recorders required to provide access or copies within 48 hours for noncommercial requests.

Excludes special taxing districts authorized under Section 16-191 and special district mail ballot elections from these requirements.
