Amends Section 41-1039 of Arizona Revised Statutes to add legislative authority to reject state agency rules by concurrent resolution, making rejected rules void.

Requires state agencies to obtain prior written governor approval before conducting any rulemaking, with justification based on one of ten specified criteria including job creation, regulatory burden reduction, or statutory compliance.

Mandates state agencies recommend elimination of at least three existing rules for every additional rule requested, with exceptions for federal program assumption, auditor general recommendations, and new statutory requirements.

Requires state agencies to remove unauthorized directives, policy statements, documents, or forms from their websites, with a compliance deadline of September 24, 2022.

Maintains existing definition of "state agency" that excludes agencies headed by single elected officials, the corporation commission, boards established by ballot measure after November 1998, and the judiciary.
