Removes the legislature from the definition of "public body" subject to open meetings law requirements, excluding it from most transparency obligations under Article 38-431.

Increases notice requirements for public meetings from 24 hours to 48 hours before meetings for most public bodies, including agenda availability.

Requires all public bodies to provide an opportunity for public comment before any final decision, subject to reasonable time, place and manner restrictions.

Mandates that meeting agendas be made publicly available online and include hyperlinks to relevant documents, contracts, agreements and proposals under consideration.

Exempts political caucuses and conference committees of the legislature from open meetings law, though conference committees must remain open to the public.
