Amends Arizona Revised Statutes section 16-163 regarding county recorder notification procedures for voter registration changes.

Requires county recorders to notify electors of changes to voter registration information within 24 hours via text message or email if the elector has subscribed to the voter registration alert system.

Mandates written notification within 10 days for electors who have not subscribed to the alert system, including instructions on how to verify registration status and report unauthorized changes.

Maintains existing requirement that county recorders provide written notification within 30 days that an elector's name appears in the general register after initial registration.
