Adds section 41-1010.01 to Arizona Revised Statutes regarding proper venue for appeals of final administrative decisions to superior court.

Parties appealing final administrative decisions may bring actions in any of four proper venues: the county where the plaintiff resides, the county where the plaintiff's principal place of business is located, the county where the agency is headquartered, or Maricopa County.

Agencies are prohibited from restricting proper venue for appeals of final administrative decisions unless otherwise provided by statute.

Agencies cannot require parties to travel to the agency's county, venue, or headquarters to submit or receive documentation supporting the analysis of final administrative decisions.

If proper venue for reviewing a final administrative decision is expressly prescribed by statute, that statutory venue controls over the provisions in this section.
