Amends Arizona state board of nursing composition to allow appointment of a registered nurse to fill a licensed practical nurse vacancy if a qualified candidate cannot be identified within 90 days.

Creates expedited licensure process for advanced practice registered nurses and registered nurses with valid licenses in other states, requiring board approval within 5 business days if all eligibility criteria are met.

Expedited licensure requires applicants to have licenses in good standing, no revoked or surrendered licenses under investigation, resolved disciplinary matters, no pending complaints or investigations, completed criminal background checks, and residency or employment in Arizona.

Waives licensure fees for veterans of the U.S. armed forces and spouses of active duty members.

Appropriates $100,000 and one FTE from the board of nursing fund in fiscal year 2024-2025 to implement the expedited licensure provisions.
