Secretary of state shall establish a secure internet portal allowing qualified electors to sign nomination petitions for candidates online with proper identity verification.

Candidates for judicial offices requiring nominating petitions under section 16-333 and candidates for clerk of the superior court may use the online signature collection system.

Candidates may collect up to 25 percent more signatures than the required number through the online system.

The online system shall only permit eligible qualified electors for a particular candidate to sign that candidate's petition.
