Requires persons acting as agents of foreign principals from designated countries of concern (China, Cuba, Iran, North Korea, Russia, Saudi Arabia, Venezuela) to register with the Arizona Attorney General within 10 days and pay a prescribed fee.

Registration statements must include detailed information about the registrant, foreign principal, business activities, employees, agreements, compensation, and any political activities.

Exempts accredited diplomatic officers, certain foreign government officials not engaged in public relations, and attorneys providing legal representation in court proceedings.

Prohibits registered agents from distributing materials without conspicuous disclosure, transmitting political propaganda without disclosure of agent status, and entering into contracts where compensation is contingent on political activity success; violations are felonies with mandatory fines ($50,000-$100,000 per violation).

Requires all state employees to submit annual affidavits attesting they are not foreign agents; mandates institutions of higher education to expel or dismiss violators and establish reporting mechanisms for harassment by foreign agents; appropriates $100,000 and one FTE to the Attorney General's office for implementation.
