Department of Administration shall conduct an actuarial analysis examining the impact of adding school district employees to the special employee health insurance trust fund on the state general fund and existing fund participants.

Analysis must assess whether expanding fund membership to school districts will improve or diminish the fund's actuarial soundness, and must include both small and large school districts in both rural and urban areas.

Joint purchasing entities, nonprofit organizations, and trusts in which school districts participate must provide requested information to the Department of Administration for the analysis.

Department of Administration may use up to $500,000 from special employee health insurance trust fund monies to cover study costs, notwithstanding existing statute.

Department of Administration must submit the completed actuarial analysis report to the Governor, President of the Senate, and Speaker of the House of Representatives by July 1, 2025, with a copy provided to the Secretary of State.
