Adds new offense of false reporting of serious offenses at educational institutions or places of worship, classified as a class 6 felony.

Defines "educational institution" to include public schools, private K-12 schools, community colleges, universities under Arizona Board of Regents, licensed private postsecondary institutions, and tribal colleges.

Maintains existing class 1 misdemeanor penalty for false reporting of bombings, fires, or other emergencies (with second or subsequent violations as class 6 felony).

Requires persons convicted of false reporting to pay emergency response and investigation expenses as a debt, with courts able to order juveniles to pay restitution.

Adds definition of "emergency response" as an immediate response by a law enforcement agency and "serious offense" as defined in section 13-706.
