Adds a new optional condition for diverted juveniles to participate in a religious program of their choice, which may substitute for other required conditions, with guaranteed voluntary participation and no coercion regarding religious beliefs or affiliations.

Maintains existing eligibility restrictions for diversion, including exclusions for juveniles who committed dangerous offenses, chronic felony offenders, those with prior offense convictions listed in section 13-501, or those with multiple prior diversion program participation within 24 months.

Requires at least one parent or guardian to attend the personal interview with the juvenile probation officer when diverting prosecution, with discretionary waiver available for good cause.

Preserves existing diversion program conditions including community restitution, counseling, education programs, rehabilitation participation, victim restitution, and monetary assessments.

Prohibits fees or costs for juveniles or parents/guardians participating in diversion or community-based alternative programs authorized by the county attorney or juvenile court.
