Appropriates $10,000,000 from the state general fund in fiscal year 2024-2025 to the Department of Education for an insurance premium subsidy retention grant program.

Grants fund employee health and dental insurance premium subsidies for teachers and support staff earning not more than $75,000 annually at schools statewide.

Subsidies must cover at least 50% but not more than 90% of total annual insurance premiums, capped at $6,000 per year, and must help retain employees or cover dependents who would otherwise be uninsured.

School districts and charter holders must report annually to the legislature on grant distribution, including individual subsidies, salaries, and retention rates for both all eligible staff and subsidy recipients.

Program repeals December 31, 2028.
