Increases the minimum accrual rate of earned paid sick time from 1 hour to 2 hours for every 30 hours worked for all employers.

Increases the annual cap on earned paid sick time usage from 40 hours to 80 hours per year for employers with 15 or more employees.

Increases the annual cap on earned paid sick time usage from 24 hours to 48 hours per year for employers with fewer than 15 employees.

Requires an affirmative vote of at least three-fourths of the members of each house of the legislature for the amended section 23-372 to become effective.
