Establishes a state broadband grant program administered by the Arizona Commerce Authority to promote broadband infrastructure development and access throughout the state.

Requires grant applicants to prioritize those with robust training programs tied to industry-recognized titles and wage scales, directly employed workforces, high-quality wages and benefits, and strong compliance records with state labor laws and federal employment laws over the past five years.

Mandates monthly reporting by program participants detailing workforce employment status, subcontractors, job titles, workforce size, wages, benefits, wage scales, training programs, safety certifications, and employing entities.

Requires the Arizona Commerce Authority to conduct quarterly reviews of all program participants for compliance and enforce requirements through appropriate measures including determining applicant ineligibility for future participation.

Applies all program requirements to public agency applicants regardless of their public status, including any further subgranting they conduct consistent with their contracting requirements.
