Requires city, town, and county building permits for commercial projects costing at least $250,000 or residential projects with five or more units to be conditioned on contractor compliance with specified qualifications and conditions.

Contractors must not have been suspended from construction work by any government agency in the previous three years and must not have been found in violation of workers' compensation, employee misclassification, payroll tax, wage and hour, or prevailing wage laws within the past three years.

Contractors must maintain workers' compensation insurance, properly classify employees, maintain detailed payroll records available upon five-day request, comply with wage payment laws, and pay unemployment compensation contributions.

Violations result in automatic permit suspension and issuance of a stop work order halting all construction work on the entire project until the violation is remedied.

Violations constitute a class 6 felony, with enforcement by the attorney general or county attorney, who may retain fines generated from enforcement actions.
