Amends the military transitional housing fund to include legislative appropriations and allows monies to be spent on project and construction planning for newly constructed transitional housing facilities.

Expands authorized use of fund monies to include constructing a transitional comprehensive care facility that provides supportive housing services, on-site outpatient medical care, and behavioral health services for military members transitioning to civilian life.

Clarifies that fund monies may not be spent on unoccupied hotels and motels designated for homeless veterans, and restricts spending to transitional housing for military members who are separating or have recently separated from the military.

Establishes a new housing grant program administered by the Department of Housing to award grants to veteran-owned nonprofit organizations and veteran-owned for-profit companies for constructing military transitional housing, veteran housing, affordable housing, or homeless housing.

Requires the department director to submit an annual report by September 1 detailing the status of the military transitional housing fund, including facility locations, costs, and the number of individuals served.
