Amends Arizona Revised Statutes by adding Chapter 42 to establish price limits on prescription drugs in Arizona.

Prohibits purchasers of referenced drugs (drugs subject to federal maximum fair prices) from paying prices higher than the maximum fair price set by the U.S. Secretary of Health and Human Services, excluding pharmacy dispensing fees.

Prohibits entities seeking reimbursement for referenced drugs delivered, dispensed, or administered in Arizona from requesting reimbursement rates higher than the maximum fair price during the applicable price period.

Classifies violations as unlawful practices enforceable by the Arizona Attorney General, with each violation treated as a separate offense subject to investigation and action under Title 44, Chapter 10, Article 7.

Allows aggrieved individuals to bring private civil actions for consumer fraud against those who violate the pricing restrictions.
