Establishes a program review process for the Arizona empowerment scholarship accounts program, requiring legislative committees of reference to complete a comprehensive review at least 17 months before the program's termination date.

Requires the auditor general to conduct a program performance audit assessing whether the department manages the program economically and efficiently, whether desired results are being achieved, and whether legislative objectives are being met.

Mandates committees of reference hold at least one public hearing to receive testimony from the public and department officials before deciding whether to continue or terminate the program.

Sets the termination date for the Arizona empowerment scholarship accounts program as July 1, 2032, with the authorizing statute repealed effective December 31, 2032.

Allows the program to continue if legislation extending it is passed by the legislature and signed by the governor before the termination date, even if the legislation has not yet taken effect.
