Adds section 33-1820 to Arizona Revised Statutes establishing the powers of planned community associations.

Grants associations authority to adopt bylaws, budgets, collect assessments, hire agents, make contracts, regulate common areas, and grant easements or licenses.

Restricts association litigation authority in homeowners' association dwelling actions to claims involving common areas, association-owned property, or property the association is expressly obligated to maintain under community documents.

Allows associations to impose reasonable charges for preparing and recording declaration amendments or statements of unpaid assessments.

Authorizes associations to provide indemnification and liability insurance for officers and board members, and to exercise all powers granted by community documents or available to similar legal entities under state law.
